The Right Ascension is specified in time units up to the nearest second. The Declination is specified in degrees of arc upto the nearest arcsecond. The minimum altitude must be at least 15 deg. The priority is given in decreasing importance from 1 to 5. The maximum moon constrains the sky background brightness. The start and end date/time represent the period of time within which the observation should be made. E.g. if this is one night then two dates may be required.
